Rules of SpecC Language Specification Working Group(LS-WG)

1.Objectives

- LS-WG develops standards about SpecC language and its relevant design tools and methodologies/guidelines, and provides STOC with standard proposals, in order to disseminate SpecC language.

- Development results (programs, methodologies, and etc.) of LS-WG and its outsourcing results shall be disclosed to the public, and free and non-exclusive licenses to use them shall be given to the public, when their quality becomes reliable enough.

2.Organization

- A member of LS-WG should be a member of STOC or a person who belongs to a STOC member organization. Any member of STOC or a person who belongs to a STOC member organization can be a member of LS-WG at any time by the member registration procedure defined at the other place, if the member was not expunged from LS-WG before.

- LS-WG has Leader, Sub-leaders, Steering Committee, Discussion Team and General Members. The number of Leader and Sub-Leaders should be one and less than or equal to two, respectively.

3.Leader and Sub-Leaders

- Leader is the representative of LS-WG, Steering Committee and Discussion Team, and should systematize their activities, and provide STOC with reports and proposals about their activities and decisions.

- Sub-Leaders assist Leader, and do the roles of Leader according to directions of Leader.

- Leader and Sub-Leaders shall be appointed by the appointment of STOC Planning & Operation Committee (POC) based on the recommendation of Steering Committee, and the approval of STOC general meeting.

- Leader's and Sub-Leader's term of office terminates on the first December 31, from the date when two years passed after their assumptions, but reappointment shall not be inhibited.

- Steering Committee can expunge Leader, and Sub-leaders provided that the committee believes they disturb activities of LS-WG.

4.Steering Committee
- Steering Committee consists of LS-WG Leader, Sub-Leaders, and other members, and roles of Steering Committee are steering of LS-WG activities, management of standards and secretary of LS-WG as follows.

Activity Steering: Identification of standardization areas, suggestion about standardization procedures, and etc.
Standard Management: Documentation and maintenance of standards, development (including outsourcing) of relevant tools, certification of relevant tools and methodologies, and etc.
LS-WG Secretary: Maintenance of homepages and mailing-lists, advertisement, finance and etc.

- The number of Steering Committee members should be less than or equal to ten including Leader and Sub-leaders.

- Meetings of Steering Committee are held in Japan about once per month for the time being

- An individual member of Steering Committee shall be a member of Discussion Team and shall be appointed by the recommendation and the approval of Discussion Team members, provided that the member and/or its representative can attend almost all Steering Committee meetings. Discussion Team shall apply its decision procedure for the approval of Steering Committee members. This term shall mot be applied to Steering Committee members appointed at the beginning of LS-WG.

- Steering Committee members' term of office terminates on the first December 31, from the date when two years passed after their assumptions, but reappointment shall not be inhibited.

- Steering Committee can expunge Steering Committee members provided that the committee believes they disturb activities of LS-WG.

5.Discussion Team

- Discussion team discusses and defines standards about SpecC language and its relevant tools and design methodologies/guidelines, and reports the discussion results to Steering Committee, in response to the directions of Steering Committee.

- An individual member has one voting right for decisions about the above standards.

- The decision procedure of Discussion Team shall be executed through e-mail voting, and decisions become effective by the agree of more than or equal to 2/3rd of valid e-mails returned to Steering Committee within three weeks after the delivery of the e-mail initiating the voting process.

- Any general member who has an intention to contribute to Discussion Team (hereinafter "candidate") can be a member of Discussion Team at any time, when the candidate satisfies the conditions defined at the other place. Steering Committee decides the candidate's satisfaction of the above conditions. When the candidate has objection to the decision of Steering Committee, Steering Committee shall initiate the decision procedure of Discussion Team, and follow its decision. This term shall not be applied to Discussion team members appointed at the beginning of LS-WG.

- LS-WG does not define rules about number of Discussion Team members.

- Discussion Team members' term of office terminates on the first December 31, from the date when two years passed after their assumptions, but reappointment shall not be inhibited.

- Steering Committee can expunge Discussion Team members provided that the committee believes they disturb activities of LS-WG.


6.General Members

- Any general member of LS-WG can provide Steering Committee and Discussion Team with proposals, opinions, suggestions and etc. about standards of SpecC language and its relevant tools and methodologies/guidelines, and managing and operating mechanisms of Steering Committee and Discussion Team.

- Steering Committee and Discussion team shall disclose their discussion states and results to general members.

- Steering Committee of LS-WS can expunge general members from the WG, provided that the committee believes these members disturb activities of the WG.

- The decision procedure of general members shall be executed through e-mail voting, and decisions become effective by the agree of more than half of effective e-mails returned to Steering Committee within three weeks after the delivery of the e-mail initiating the voting process.

7.Revision of Rules

- Steering Committee can revise the rules of LS-WG at any time by its decision and general members' approval through their decision procedure.
